Our budget planning is almost identical to yours with the addition of team awards. There are a number of free templates available out there, I think I picked ours up from the gainsight website and customised it our needs.
If you have a search around you will find plenty.

I think the best way to present this is as a pro forma P&L showing expected revenue (renewals and upsell/crosssell) and the costs required to achieve that. You can then position investments in terms of how they will impact your P&L in the budget period and beyond. As leaders, we should be thinking about how we can improve productivity and quality in a way that contributes to growth and, at the appropriate time in the growth cycle, profitability.
The biggest cost areas are typically staff-related (salaries, tax, travel, training, recognition), systems (software subscriptions) and facilities. The latter is an interesting one as we move to more remote working: are we reducing office footprints and redirecting that spend to supporting good home working facilities.

Hey Michael,
I'm in the same boat, here are some things I have on my budget:
New hires, promotions, performance awards, customer conferences, conference travel (if applicable), leadership meetings (both internal to CS and broader with other practice areas).
Professional development especially in CS is a growing topic - are there certifications you want them to participate in?
Curious what others are including as well.
